I find these kinds of comparison difficult to parse, especially since even aside from inflation the economies in which these spends are embedded are growing.

I think it would be clearer to express these costs as percentages of the global / societal (e.g. economy of Europe, of greater Chinese sphere, etc) / national economy.

Maybe I'm missing something.
