Matomo is great, has so many toggles and features. It exists for many years, so might feel dated, but is very robust.

With Plausible, go for self-hosted. Their terms and conditions are pretty restrictive, so are limited to very few metrics. They do not allow Personal Data processing, so even if you have consent, you can't use it for anything more advanced.

Wide Angle Analytics supports Cookieless, strictly privacy first by default, but also allows you to process Personal Data if you collect consent. So you can use Wide Angle on the edge, on the landing without consent, and then the same analytics for your logged-in users, once they accepted T&C. That way, you get more accurate session analytics. Heck, if you like, you can even enable cookies.
