I used successfully OnPremise, OVH, Scaleway, Hetzner, and a few local and small OpenStack cloud providers.

Why do you want to avoid the main cloud providers? Is it needed for your startup or you want to add extra risk and complexity?

I wouldn't use scaleway since they tried to copy AWS.. But in general, I'd say simple is a real data center layer node without all the strange contraption ideas to bill you by the byte for a filesystem that isnt a filesystem on top of a webserver that needs a filesystem..
