You need highly fluid labor markets that force companies to pay competitive efficiency wages (i.e. fewer/weaker/no unions), competitive and innovative companies, lower regulation and government bureaucratic interference, ambitious and career focused labor force, etc. etc. It's a chicken-and-egg problem that, at its root, stems from culture (IMHO). |
