You can't afford to replace existing systems 1:1, the a/c doesn't have the same range as those it is replacing and it's so complicated it will never achieve the same operational rates w/o extreme expenditures or cannibalizing Human Resources maintaining other a/c. All this leads to less capability and more risk aversion to wage conflicts. Peace through bankruptcy. |
