I'm pretty sure these were only remains. There's an industry for 'body brokers' to buy (or are given) cadavers and then sell them to research institutions, training centers, etc.
There aren't a lot of details, but it sounds like this person essentially just stole from his employer for his own interest. Sure, the currency involved makes it sound more morbid, but the sale of the dead is nothing new in this country.
