Here are my two possible explanations for this:

1) Twitter's system for implementing changes is woefully inadequate, and the person entrusted with making this change is hilariously naive.

2) This was a 200 iq way to get people talking about the topic again.

I'm inclined to believe option 1 is closer to the truth.

It’s more like the people who knew the internal system and understood that it would break with those changes were fired. So, whoever made that change probably thought changing a few values would be sufficient without proper research. I doubt it was documented, since it has never been done before or even expected to be done. And of course, they wanted to impress Elon by getting ‘shit’ done quickly!!

3) Some executive blindly decreed this to be done by <date>, so it was done.
