Can you link something official saying that? Like documentation or CEO saying that.

Exactly. The party line being that Win10 will be the last version of Windows.

Apple did the same with Mac OS X, they stuck with it for 16 releases. Then Big Sur came out as MacOS 11.
AFAIK they never said anything about OS X being “the last version of MacOS”. So no, they did not do anything like that.

I do remember Jobs talking about it being the foundation for the next 20 years, or something like that, but without mentioning any version number.

But macOS is a free update and compatibility within X was just as likely to break. So other than marketing nothing changed.
