120,000,000 dollars / 1.5 years (18 months) / 100,000 per engineer per year = 800 engineers for 18 months or 400 for 3 years

You're missing monetization. I love instagram, but it's a lot harder to monetize than a service which amounts to a giant online shopping guide.
