Based on what? It got hammered in covid but is back in a big way now.
general aviation, small airports have been closing down for years. It’s not a growing hobby.

I mean, in that case the original point doesn't quite make any sense. The article is very clearly discussing the larger airports associated with commercial aviation.
I think air travel is becoming more popular actually.
