If they're uncomfortable with written language, does that mean they're uncomfortable on the internet or using computers/smartphones?

For hearing people, the trend seems to have been younger generations are more into technology, so it's surprising to me that for deaf people it would be the opposite.

No, I think they're tied to their devices like the rest of us. But the apps and places they visit might be different. While we might prefer typing and blogging, Deaf might post a video of themselves signing at full speed, without captions or transcript, which only another sign user might be able to follow. So you can see how the cultures might diverge a little.
