I don't know why you need an article to explain that. Sh@tton of people in IT were let go in the last 1.5-2 years, so every job posting gets a huge number of responses, including from people who are not a good match and in some cases will not even qualify but they apply anyway because they're desperate. So it became incredibly difficult to find qualified people among those hundreds and hundreds of applicants.
