What makes you say it's spam? Genuinely curious. If the job openings haven't changed, is it spam to post the same message in multiple threads a month or so apart? Or is there something else I'm missing?

It's spam because they don't respond to candidates who apply. [1] [2]

And they have posted the same positions for over an year. It's extremely unlikely that a company doesn't find a suitable candidate in that time frame.
