There are samples of both types of RTO policies in the study. So the study itself deals with the supposed bias in your question. "Overall, the analysis, released as a pre-print, found that RTO mandates did not improve a firm's financial metrics, but they did decrease employee satisfaction." Though I cannot speak to the quality of the study or its conclusion, because the damn crap is behind a login/paywall.
