I'd classify that as "broken, but easily repairable". Maybe I'm a spoiled desk jockey, but if I'm "dismantling" anything that size and weight, I ain't just cleaning it.

I wouldn't call a bicycle that has a draggy old bottom bracket or wheel hub as broken.
