If we're going to argue about the semantics here then so be it. Even within your definition this is not censorship.
I can copy/paste an article from the RT frontpage onto a personal blog of mine and neither me nor my blog will face any legal repercussions. It's not the information that is being banned, it's the state actor spreading it.
You cannot access the rt front page without circumventing the censorship. You may be tech savvy and able to circumvent it. But most people are not. Which is key.
It is literally censored.
