Part of this is that South Korea was practically closed to immigration until around 2004 outside of the "usual" workarounds (marrying a local, or significant investment), and so it's become increasingly urgent. They've liberalised a lot since, but it'll take a long time for them to develop a reputation as somewhere people will think of as a destination to migrate to. |
