Could it be game streaming? Xbox Xcloud uses a PWA.

But they wanted to use a native app, submitted it to the AppStore, Apple said no and Xbox had to go the PWA way. And now Apple reversed that decision for all regions, so Xbox are free to submit it again.

Doesn't make sense to be "forcing" them.
