Modern CSS stylesheets include configurability via CSS variables on the root element so maybe that's where the "framework" comes from.

Oh pico looks very nice - and something I am likely to actually use. concrete is a bit too minimal for me.

I like the concept of classess css but most of the solutions I looked at (before pico) were just not very pleasing oob.
