No, the legality of whether a law enforcement officer can "commit" a crime is based completely on statute. Many statutes include exemptions for law enforcement. If there is no exemption, then it is a crime for the cops, the same as the public. e.g. https://www.ilga.gov/legislation/ilcs/documents/072000050K21...
