Another goal (as I understand it) of the H1-B process is to allow foreigners who've come to the US for school to stay here and work after they've graduated. This seems (IMO) better than training a bunch of valuable people, then having them immediately go back home. A system based entirely on salary would bias towards only senior roles, preventing the handling of that scenario at all. |
