Given that you need a google account to access YouTube in the first place, shouldn't google already have all the data they need here? They don't seem to gain much with this...

You don't need a Google account to access YouTube. You might need one to post comments, upload and access private videos - but it's not a necessity.
Almost positive you need one to thumbs up and down, which is where this becomes an issue.
