I'd suggest this is entirely context dependent, though it doesn't hurt much to give the user both options except more work for you.

Some apps that I use, I don't care if they are Light-only. There are others that I only use at night, but are blindingly bright and have no dark option. Conversely, dark themes can be very difficult to see in the daytime.

You'll have to assess when & how your users use your app

Assessing when users use the app is a good catch to decide on the theme, but I believe many apps now give the option to switch between dark and light mode with a single click.
