It's almost impossible to enforce sanctions for everyday products in a globalized world. As long as there's money to be made, there's always someone willing to skirt sanctions to make a buck. Prosecutors end up playing whack-a-mole with the evaders.

It's hard, and cannot be done airtight, but more could be done methinks. Russia is in a free trade zone with 5 countries, three of which AFAIK aren't targeted at all by sanctions. We should really consider trade there to be effectively accessible by Russia, because it is. We can just stop that by including those countries in the sanctions.
