Sure to be as successful as the efforts of the Law to shield childrens from pornography, alcohol, and tobacco.

We need more motivations for kids to learn a little about computing; perhaps circumventing access controls will help inspire their curiosity.

I agree, carrots are probably better than sticks especially for children. And if a kid wants access to such things it's not hard at all. However it's undeniable that attention/awareness/energy brought to the problem is a good thing. The war on drugs did nothing, but the DARE aspects brought attention to youth cocaine use in the early 80s and led to a subsequent drop. Removing Joe Camel correlated with a drop in youth smoking in the late 90s. It's becoming more clear that social media interactions produces very drug-like responses in humans, especially kids, and that SM itself is possibly (as in almost probably at this point) a net negative for society.
