| Alternative is what, driving into the city? Bus? You're in the wilderness, you have a river you get water from. The river is fairly muddy, often times has silt and debris in it. Alternatively you can collect water from a stagnant lake, or possibly the run off from that lake. You can also dig a well, but that's far too resource intensive for you to do with what you've got available. The river is the subway, we deal with the muck from time to time. Driving is the stagnant pond, and a Bus is the runoff which may be marginally better than driving depending on where you are. Digging a Well, well at $2.5 billion a mile digging new subway is just not in the cards. Threaten the subway's comeback?
