Africa as a whole is going to be more and more important to world in the years ahead. It's a continent of 1.2 billion whose constituent countries have been aligned to the US and US/western aid.

Now it's becoming a stage for some of the Cold War-ish struggles between Russia/China and the US. Hopefully it remains mostly an economic stage where it's a battle of who pours more money into the continent's economies for friendship.

Africa may account for half of mankind by 2100. It is the only continent which still has very robust TFRs.

As of now, the population growth is already creating some very powerful migration pressures. Most of them stay on the African continent, but even the few per cent that reach Europe are enough to turn European politics full tilt to the far right. It doesn't help that Sahel, the most fertile part of Africa, is also one of the most arid - and Islamic at the same time, so a clash of values with secular liberal European societies is all but guaranteed.

The new Cold War will have a significant migration dimension.

I don’t understand how the population can boom that much when the existing population is unable to feed itself and relies on foreign aid. Sounds like a humanitarian disaster in the making

No way should we even allow this to happen. Countries shouldn't continue to boom in population when their societies can't even function.

Not the OP (though I am the GP), but by far the strongest variable correlated with massive drops in TFR is at least basic education of women.

So support local school systems with all might, which also means countering prejudice and religious bigotry of some locals. Once every girl has a chance to stay in school until at least 14 years of age, TFR will drop by more than half.

Start with military intervention / invasion. Then run the country, but not as a colony of exploitation, but instead of general good intentions with fairness, justice, etc. Then obviously you can set laws that limit birth, like one child per family or something.
