OpenAI today updated their Usage Policy to include the GPT Store: https://openai.com/policies/usage-policies

We also don’t allow GPTs dedicated to fostering romantic companionship or performing regulated activities.

Have a look at what happened to Replika AI. The optics of getting into that sort of thing for OpenAI wouldn't be worth it.
