Attracting best talent phrase is used when a tech company pays slightly above average to developers. I haven’t herd such phrase applied to C-suits. Hiring and compensation for top managers is much less open but one of justification I’ve heard is that CEO decisions affect billions so they should earn millions. This doesn’t make much sense to me but there should be a reason why shareholders ready to spend a lot on executives.
