Plowing the cycle paths is really important, since a thick layer of snow is really the only thing stopping me from getting my bike. I don't necessarily need winter tyres either since the traction can be pretty good on a maintained path.

Oulu seems to do it really well, that kind of pedestrian first design should be applied everywhere.
