What are you offering apart from general sales/marketing experience? Do you have an idea for a business? Are you looking to meet someone technical who has a product idea or just a technical person period? If the former you could look in places where founders typically announce their projects/startups - askhn, producthunt, yc website etc. You would then contact them offering very specific ways you could help and be of value. If the latter, local meetups for developers are good places to find technical people but keep in mind offering not much more than vague and generic business skills is not offering a lot and not likely to impress most technical founders who already tend to undervalue such skills and/or overestimate their own abilities in those areas.
