Do you pay above market rates? It sounds like you have a team of code monkeys (not meant to be offensive, but just a description) when you want senior software engineers and architects.
Some of them yes possibly. I can control some of the budget but not all of it. I agree that the ideal would be to pay significantly above market and buy my way out of these problems.
