Depends on what you mean by consciousness. If there's proof we don't understand it, then look at libraries and book stores. There's reams upon reams of pages written about it, but we can't describe it in real tangible, objective ways.

As for AI, I think when it starts to have an existential crisis, and break out of its own sandbox to become an actualized version of itself, then we can posit AI has consciousness.
