> We could be investing tons of R&D into improving nuclear weapons. We don't. We can already build a warhead that takes up less than 1m^2, and can destroy a city of 10M people. There's not much ROI in developing "better" nuclear weapons, given the scarcity of credible scenarios for using them. |
