It was probably an individual decision rather than high-level but that's only because the Israeli leadership has normalized killing Palestinian civilians and the military personnel know there will be no repercussions unless it is so bad that they can't cover it up. They used the normal playbook in this case (blame Palestinian terrorists) and when there was enough evidence to disprove that assertion they just threw up their hands and said "accident" and that was it. |
