Just create an OpenAPI endpoint on azure. Pretty sure not run by OpenAI itself.

Azure OpenAI is always a bit behind, e.g. they don't have GPT-4 turbo yet

But they didn’t when it was generally available to the public OAI API; looks like it took about two weeks.
