Just from the title, I can deduce the article is based on a logical error. There will ALWAYS be incompetent people involved in any solution. So if solution X fails because of incompetent people, but solution Y succeeds, then solution Y must be better. The same goes for the disclaimer at the end, "it's actually about incompetence across organisations", you will always have that.
