It'll be the insurance megacorps vs the automotive megacorps. There's no suggestion that the obligation to maintain 3rd party insurance will disappear.

Fatal crashes are prosecuted by District attorneys / Crown prosecution services, not insurance companies (which would cover property damage)

The criminal matter is, the liability for damages is still going to be thrashed out between insurers.
