Well, a good start would be a ban specifically on the behavioral advertising on Facebook and Instagram which in recent US elections exposed dangerous consequences when bad actors were thrown into the mix. Many people wrote millions of words about it over the better part of the past decade if you are inexplicably unfamiliar with the problem. The idea that anyone could effectively outlaw political influence by covert operatives directed by nation states is patently ridiculous, so you have to look at the mechanism they used to do it.
