You don't need Govt administrators to manage the money with means-testing etc. It just gets paid out to all citizens. This is why Finland govt employees voted against their UBI pilot project. They saw the writing on the wall.
Instead of paying bureaucrats to manage the money you just pay it directly to citizens.
