The hard part of nuclear weapons is not the knowledge to build them. It is actually getting your hands on nuclear materials. The US military evaluated this question a while back and relative amateurs can design a nuclear weapon[0].

I would venture the same is true of bioweapons. Knowing how is a lot less of a challenge than getting the equipment to do it.
