How do you know? If we were able to fully record whatever is going on in someones brain, we should be able to build a loss function for it. It applies to everything we could say or think or measure about intelligence (and anything else). All that probably "spring from" things that don't (rely on our axioms), but they are not accessible to us, so that doesn't really help.
