Why not? The money will be refunded, it'll cost X significant effort and fees, and the bank / scheme starts to accrue black marks against X. Even Musk probably doesn't want to start receiving snippy letters from the major card schemes...
Because it's "X premium". The oldest trick in the book is to advertise an "Anal ticker, send cheque for £10 payable to Personal Services Ltd." in a porn magazine, cash the cheque then send a cheque for £10 back on the account "Anal Ticklers Ltd", sorry we ran out. No-one cashes the cheque out of embarrassment.
