What part of the Myanmar justice system failed?
How do people get away with raping and killing people on camera with their identities known by the wider public without going to jail?
Are you asking a serious question? Myanmar is a failed state which lacks the rule of law. There is an ongoing civil war and the central government (which is widely considered to be illegitimate) doesn't even have effective control over large parts of the country.

When the US entered the civil war the Justice system failed in some ways. And we can track that partially to the suspension of Habeas Corpus. This is the kind of serious answer I would give if someone asked when the US Justice system failed.
The start of the Rohingya genocide precedes the civil war. The military controlled troops and the civil government controlled police in genocidal operations. A lack of rule of law, but not in the sense that some benevolent government just lacked power to act.
