It seemed to flow the other way: had Russia believed that Ukraine was preparing bioweapons, or wanted to use that excuse, Putin would have absolutely used that in his speeches justifying the invasion. Instead, American right-wing conspiracy theorists seized on the idea, and then Russian media started talking about it. |
