A company would avoid hiring people with long commutes, and people with long commutes would most likely be the ones who need the job the most. So you've hurt poor people further.

You're probably right. A the same time, companies with offices far away from urban zones would have a good rason to reconsider their RTO policies.

This all is academic talk though as there are no plans for either criminalizing long commutes or transferring their costs on employers.
