I definitely agree that the solution to this tragedy-of-the-commons problem is going to come from the government. It's the only entity big enough to coordinate and muscle solutions into place, and it also has a responsibility beyond financial profit.

That term has been used for negative externalities of industrial practices for many decades. In fact, according to Wikipedia, "the commons problem is one of the ten most common system archetypes." (https://en.wikipedia.org/wiki/System_archetype#Tragedy_of_th...)

Still, I think I agree with you that the villagers are not the level to look for a solution.
