The issue at hand isn't their recommender system for content, it's that they use the same recommender system for ads, which is apparently illegal in Norway. As I understand it, it's legal to offer recommender systems for personalized content suggestions, but you cannot do the same for personalized ads. |

In EU and areas that conform with the EU laws: EEA (which Norway is part of), Switzerland etc.
