Hmm you're right, I mis-remembered and hers is correct. According to Wikipedia there are some non-11 digit numbers: "almost all geographic numbers and most non-geographic numbers have 9 or 10 national (significant) numbers after the "0" trunk code". An example being: (016977) xxxx Brampton
