Software engineers shouldn't be, and shouldn't want to be, licensed engineers. Being licensed a pain in the ass, a huge bureaucracy (have fun learning about thousands of ISO standards for trivial stuff for your license) and stifles innovation. We accept certain jobs requiring bureaucratic oversight because the effects of too low standards are unacceptable to us, but repeat with me, "licensing is a necessary evil, not a good in itself". It's ridiculous to demand that every library author or writer of a corporate website be licensed.
